ENB Region 8 Completed Applications 03/12/2003

The applicant proposes to install 551 feet of two-inch gas line to replace an existing gas line serving customers located on the western side of Irondequoit Bay.  The proposed route for the new gas line is in the adjacent area of New York State Freshwater Wetland RE-1(I). The line will be  bored beginning on the east side of Bay Front South at the foot of Orchard Park Blvd  for a distance of approximately 400 feet then turn and go under the road to the west side where it would continue for approximately 150 feet. Depth of the line will be two feet.

The Department is prepared to issue a variance and permit for the construction of a 6' x 16' addition to an existing dwelling located at 84 West Beach Rd. in the Town of Parma, Monroe County.  The project is within a Coastal Erosion Hazard Area.

The Department is prepared to issue a permit for the construction of a 12' x 24' porch at 30 West Beach Drive in the Town of Parms, Monroe County.  The site is located within a Coast Erosion Hazard Area.

The Department has made a tentative determination to modify the SPDES permit to discharge treated contaminated groundwater, noncontact cooling and condensate water, storm water, and drinking fountains to several outfalls discharging to tributaries of Mill Creek and Fourth Creek, from the multi-acre Xerox Corporation facility, located at 800 Philips Road, where copying machines are refurbished and consumable materials (such as toner) are manufactured.  The proposed permit modifications include granting a variance to the water quality based effluent limit for iron due to naturally occurring iron concentrations in the receiving streams; elimination of the chromium, cyanide, nickel, hydrogen peroxide, BOD5, and total suspended solids monitoring due to consistent or nondetect levels or process changes; and removal of conditions that have been fulfilled. Proposed Department initiated changes include more stringent effluent limits and action levels for other parameters, VOC limits at two internal outfalls to be consistent with final outfalls, and a compliance schedule for drainage information.  As a tentative determination, the Department seeks comments on the proposed modifications prior to making a final decision.  The file is available for review and comment at the Region 8 NYSDEC Office.
