This Department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at Fibermark, Inc., 7740 West Street, Lowville, New York
13367. The facility manufactures coated printed and paper products. The Standard
Industrial Classification is 2672, coated and laminated paper not elsewhere classified.
The new construction at
the existing facility consists of four coating and printing
machines, coating and inking dispensing stations, wastewater pretreatment, and
converting machines. A new emission unit, 00005, will contain all of the new
construction. New emission unit 00005 is subject to 6NYCRR Part 228, surface coating
processes; 6NYCRR Part 234, Graphic Arts; 40 CFR 63 Subpart JJJJ, National Emission
Standards for Hazardous Air Pollutants from paper and other web coating; and 40 CFR
63 Subpart KK, National Emission Standard for Hazardous Air Pollutants from printing
and publishing. The permit includes federally enforceable conditions to cap emissions of
formaldehyde below the applicable threshold level set forth in 6NYCRR Part 212. The
draft permit with conditions is available for review in the Region 6 NYS DEC office in
Watertown, New York.

This Department has received
a request to issue a permit and has drafted an Article 19 (Air
Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the
facility located at Alcoa Massena Operations, West Plant, Massena, St. Lawrence County, New
York 13662. The permit allows the modification of operating procedures for Melter/Holder
furnaces #5 and #6 within emission unit M-00001 as listed in the Title V permit. The sources are
temporarily listed as M-011A and M-011B under emission unit M-0001A for the purposes of this
permit. The changes will be written into the Title V permit upon application in March from Alcoa.
The sources will now be allowed to use salt flux in their operation (No gas flux). The project
emission increases are below the significance thresholds for any pollutant. There is a slight
increase of Particulate emissions, and the sources will now emit small amounts of Hydrogen
Chloride (HCl) and Chlorine. The draft permit with conditions is available for review in
the
Region 6 NYS DEC office in Watertown, New York.
