Project Description:

he project involves the subdivision 355.60± acres into 23 lots, thereby creating 21 new building lots ranging in size from 5.00± acres to 9.71± acres and two open space parcels (4.66± acres and 212.43± acres). The 4.66± acre open space parcel is the only portion of the site located south of the Lenny Preston Road and within a Resource Management land use area. The rest of the site, including the 212.43± acre open space parcel, is located north of the Lenny Preston Road in a Low Intensity Use land use area. The site has wetlands on it. A portion of the site is within the river area of the AuSable River, a Recreational River. The open space parcels will be dedicated to a proposed homeowners association. The 21 new building lots will be serviced by on-site water supply and wastewater treatment systems. Seventeen building lots will be located on and accessed from the Lenny Preston Road. Four building lots will be located on and accessed from the John Bliss Road. Utility lines along the Lenny Preston Road will be installed underground.

Project Description:

The action involves new industrial and commercial uses as follows: operation of a general contracting business and a log home manufacturing facility to construct one to four hand-crafted log homes per year. A 30-foot by 40 foot barn, 14’ high with a concrete slab floor is proposed for storage of equipment and to construct railings, stairs and cabinets. On-site wastewater treatment and water supply facilities will be used. Log storage, hand peeling, power washing and cutting and assembly/disassembly operations will occur in an existing cleared area associated with a former sand extraction. Equipment to be used includes a crane, a backhoe, a portable power washer, and chain saws. The business will operate Monday through Friday 7 a.m. to 5 p.m. and Saturday 8 a.m. to 12 p.m. year round. A maximum of 20 loaded trucks are expected to enter and exit the site per year. The site contains wetlands and is partially within the designated “river area” of West Stony Creek, a designated “recreational river” in the New York State Wild, Scenic and Recreational Rivers System. The project will not be located within wetlands or the designated river area.

Negative Declaration

Clinton County - The Town of Plattsburgh, as lead agency, has determined that the proposed Plattsburgh Consumer Square Site Plan Amendment will not have a significant adverse environmental impact. The action involves amending the previous SEQR approved for Phase 1 and Phase 2 - 496,470 sq. ft. Gross Building Area (GBA) on a 53 + acre parcel in the commercial and service center zoning districts. Applicant proposes to demolish 48,250 + sq. ft. GBA of the 451,835 sq. ft. existing building area and reconstructing 98,500 + sq. ft. GBA for an expansion of Walmart. The amended SEQR GBA on the project site is being conducted for 507,213 sq. ft. the maximum building area allowed by Town Zoning Regulations. Project includes modification of existing parking, internal traffic circulation, on site utilities, site lighting, landscaping and related land uses. The project is located at 29 Consumer Square immediately east of I-87 and with frontage on Route 3, Zoned SC and C.

Essex County - The Westport Town Board, as lead agency, has determined that the proposed Zoning Map Amendment and Airport Runway Extension will not have a significant adverse environmental impact. The action involves the rezoning of 5.15 acres adjoining existing Westport Airport from Agricultural Lands District to Agricultural Lands-Airport/Commercial, Industrial District and after-the-fact approval of permit for extension of grass landing strip. The project is located off NYS Route 9N/22 adjacent to existing Westport Airport, Town of Westport, Essex County.
