Project Description:
The applicant proposes to install a complete water supply and distribution system to serve the Eastern Brutus Water District No. 2, and to take a supply of water with an estimated average of 130,000 gallons per day, from the City of Auburn system, for use in this system by the a connection to existing facilities of the Cayuga County Water & Sewer Authority.  Approximately 35,520 linear feet of 12-inch water main and appurtenances (hydrants, valves, etc.) will be placed within the right-of-way between NYS Routes 31 and 5, Pump, Cooper and Stevens Roads, with a pump station off of Pump Road and a 300,000 gallon storage tank off Chamberlin Road.  There are DEC Freshwater Wetlands that will be crossed: W-25, W-28 and W-30, therefore a DEC Wetlands Permit has also been requested, along with a Water Quality Certificate and the Water Supply Permit.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
Brutus Town Board
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
