ENB Region 3 Completed Applications 02/26/2003

Applicant proposes to operate a construction and demolition (C & D) processing facility on a five acre site located within its existing sand and gravel mine.  The C & D facility will be located immediately adjacent to the company's top soil composting facility.  The proposed facility plans to accept up to 500 tons per day of recognizable concrete and masonry waste, asphalt pavement and soil and rock debris for storage prior to processing. When sufficient material has accumulated, portable crusher(s) and screens will be used to process this material for future off-site use.  Access to the C & D facility will use the existing mine access road off West Hook Road.  The facility is proposed to operate Monday through Friday, 6 A.M. to 7 P.M., with actual material processing limited to 7 A.M. to 5 P.M.

The applicant requests that its current Mined Land Reclamation permit be modified to utilize a portable scalping screen to process and sort minerals at the site.  The screen proposed to be utilized has a through put rating of 63 tons per hour.  Operation of the proposed screen at the site is expected to process an average of 200 cubic yards of material per day.  The mine site is located approximately one half mile west of the intersection of Clove Valley Road (County Route 9) and Mack Road.

The applicant proposes to fill approximately 0.27 acres of federally-regulated wetlands for the construction of a stormwater retention pond.  The project site is located on the southern portion of the SUNY-New Paltz campus.  As mitigation, the applicant will create 0.3 acres of new wetlands on the site.  The stormwater collection and treatment system improvements are associated with the construction of campus athletic facility and parking improvements.  The project will require compliance with the State Pollutant Discharge Elimination System General Permit for stormwater discharges from construction activities (GP-02-01).

The applicant proposes to construct one driveway crossing for a new single family home consisting of a 5 foot wide by 3 foot high by 50 feet long culvert across the tributary of Saw Mill River (Class "A").  The project site is located on the Northbound side of Ashford Ave., 182 feet west of the King street intersection.  Construction of the driveway will require the disturbance of approximately 50 feet of the stream bed.
