Project Description: The action involves a subdivision of wetlands and Phase I of a large-scale project known as Chesterfield Commerce Park. The Chesterfield Commerce Park is a planned development for new industrial and commercial uses in areas classified Hamlet and Low Intensity Use. Phase I includes Commerce Park lots 1 – 9 and the infrastructure related to the first nine lots, including road construction, utilities, storm water management, and connections to the municipal water and sewer systems. Phase I also includes the construction on commerce park lots 1, 2, 3, and 4 of industrial use or commercial or use buildings, ranging in size from 30,000 square feet to 40,000 square feet.

Project Description: The project involves attaching twelve (12) 4 ft. long panel antennas to the exterior of an existing water tank. The antennas will be centered on the tank at 63.5 ft. above ground level. The applicant also proposes to construct a 12 ft. x 20 ft. equipment shelter. Coax Cable will connect the antennas with the equipment shed. Telephone and electric utilities will be installed underground from an existing utility pole located adjacent to the project site within the right-of-way of School Street. The proposed antennas will be painted dark blue to match the existing color of the tank. The applicants also propose to paint the white top portion of the tank dark blue to match the rest of it and relocate the existing lettering on the side of the tank.

The new panel antennas will be placed on the existing tower in a triangular configuration of three arrays with four antennas in each array. The antennas will be centered at the 55 ft. point on the tower and will be mounted on supports that extend 6± ft. from the tower. The existing tower is located on Palmer Mountain at an elevation of 1,506 feet msl.
