Project Description:
The facility proposes to use a fluid bed dryer with a natural gas burner (Maximum Rated Capacity of 6 MMBTU/HR) to dry paper mill sludges from various paper mills.  The dried material is either bagged or used to fill socks, booms and pillows.  These products are used by industrial and commercial groups to absorb spilled petroleum products and other liquids.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

None Designated
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

This Department has made a tentative determination to modify the existing SPDES Permit to include:  new discharges to the on-site wastewater treatment plant including wastewater from a lead removal system; potable water iron treatment backwash water; and the existing potable water system backwash currently discharging via another outfall; changing the monitoring frequency for iron, copper and trichlorethylene at outfall 004; inclusion of a compliance schedule associates with the proposed changes; and inclusion of some new and updating the list of water treatment chemicals used at the facility.

The applicant proposes to expand a 5.2 acre sand and gravel mine to include an additional 10 acres for a new life of mine boundary of 15.2 acres.  The site is located 300' west of Beach Plains Road, 700' south of the intersection of Beach Plains Road and O'Brien Road, approximately 1 mile northeast of the Hamlet of West Pierrepont.

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
