The facility proposes to
use a fluid bed dryer with a natural gas burner (Maximum Rated
Capacity of 6 MMBTU/HR) to dry paper mill sludges from various paper mills. The
dried material is either bagged or used to fill socks, booms and pillows. These products
are used by industrial and commercial groups to absorb spilled petroleum products and
other liquids.

changing the monitoring frequency for iron, copper and trichlorethylene at outfall 004;
inclusion of a compliance schedule associates with the proposed changes; and inclusion
of some new and updating the list of water treatment chemicals used at the facility.
