ENB Region 3 Completed Applications 02/19/2003

The applicant proposes to operate a new sand and gravel mine totaling 10.5 +/- acres. Mining would be conducted in two phases and no more than 5 acres of affected and unreclaimed land will be open at any time.  No material processing (i.e. crushing/screening) is proposed.  The location is on both sides of Dover Furnace Road between Chestnut Ridge Road and Duncan Mill Road.

The applicant proposes to fill 3.046 acres of federal jurisdictional wetland in conjunction with the reconstruction of exit 17 (Newburgh).  Reconstruction will provide a direct connection between I-87 and I-84.  As mitigation, 3.79 acres of wetland will be created. A detailed storm water pollution prevention plan has been prepared.

      The applicant proposes to cross state regulated Freshwater Wetland # PO-10  (Class 2) in two locations by the construction of two culvert crossing and the filling of approximately 0.28 acres of wetland.  The applicant proposes to mitigate for the loss of this wetland acreage by the creation of 0.41 acres of new wetland on the same property. The access road is part of the applicant's proposed 12-Lot West Point Farms subdivision, located on a 51.4-acre parcel on the west side of Smith Clove Road (CR-9), approximately 1,500 feet north of its intersection with Pine Hill Road in the Town of Woodbury, Orange County, NY.

The applicant proposes to construct a house, driveway and yard areas within the 100 foot adjacent area of Freshwater Wetland TH-16 (Class I) in conjunction with a 2 lot residential subdivision.  In addition, the applicant proposes to install a new section of driveway and a sewer forcemain within the wetland adjacent area to connect to existing multi-family dwelling on one of the proposed lots.  The project site is located on the east side of Camp Hill Road, approximately 500 feet south of NYS Route 202.

The applicant proposes to stabilize approximately 500 linear feet of eroding stream embankment by constructing a variety of bank stabilization measures and stream channel improvements within the Esopus Creek, Class A(ts), including construction of new rip-rap on the northern embankment, installation of vegetative mats and plantings, and new rock vanes and weirs to reduce stream velocity and redirect stream flow. Also proposed is the excavation and redistribution of gravel deposits within a portion of the braided stream channel in order to convert the northern channel to flood plain, redirect flow, and realign the southern channel.  The project will impact a total of approximately 800 linear feet within the Esopus Creek and is being undertaken to correct existing erosion, control deposition of sediments, and to prevent further erosion of stream embankments.  The project is located on the Esopus Creek at its confluence with the Woodland Valley Creek near the intersection of Herdman Road and Woodland Valley Road in the Town of Shandaken, Ulster County.

The applicant proposes to operate a regulated medical waste transfer station at a 2784 square foot building to be constructed in an Industrial Zone.  Trucks would be dispatched to service doctors/dentists' offices, funeral and nursing homes, etc. for transport to permitted disposal sites.  The location is on the west side of Edison Avenue between Leona Avenue and Fulton Street.
