Consolidated SPDES Renewals
The Department proposes to promulgate a new Part 210, entitled, Emissions and Labeling Requirements for Personal Watercraft Engines, and repeal existing Part 210, Centrally Fueled Fleets, an expired emergency regulation. Implementation of a personal watercraft emissions reduction program is mandated by ECL 19-0306a. The program is designed to reduce hydrocarbons and oxides of nitrogen emissions from all new personal watercraft, and is required to be consistent with California air emissions reduction and labeling regulations for new spark ignition marine engines for use in personal watercraft.
Pursuant to Environmental Conservation Law (ECL) Sections 1-0101, 3-0301, 19-0103, 19-0105, 19-0301, 19-0303, 19-0305, 71-2103, and 71-2105, the Department hereby gives notice of the following public hearings:

Hearings are scheduled in places that are reasonably accessible to persons with impaired mobility. The Department will provide interpreter services for deaf persons at no charge. The Department invites all persons, organizations, corporations, and government agencies that may be affected by the proposed revisions to attend the hearings. At each hearing, persons who wish to make a statement will be invited to speak. It is requested that oral statements also be submitted in writing. The Department will give equal weight to written and oral statements, and since a cumulative record will be compiled it is not necessary for interested parties to attend each hearing.

Essex County - Pursuant to the NYS Clean Water/Drinking Water State Revolving Fund and the State Environmental Quality Review Act, DWSRF Project # 15024, the Town of Middletown, as lead agency, has determined that the proposed Upgrade Halcottsville Water District No. 1 will not have a significant adverse environmental impact. The action involves to develop additional groundwater capacity to eliminate need for unfiltered brook water; replace aging pipe crossing under the Delaware River East Branch; replace and relocate deteriorating and vulnerable Transmission main; replace deteriorating distribution system and install new storage tank at high elevation to increase storage and system pressure. The project is located in the Hamlet of Halcottsville, Town of Middletown.

Rensselaer County - The Town of Nassau Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Totem Lodge Estates Subdivision. A public hearing will be held on February 13, 2003 at 7:30 p.m. in the Nassau Town Hall where public comment will be received by the lead agency. The action involves the subdivision of approximately 120 acres of land into a total of 20 residential building lots. The project is located on the eastern shore of Burden Lake (Third Lake) in the Town of Nassau.
