PSG Realty, LLC,
doing business as Poland Sand & Gravel, proposes to expand their sand and gravel
mining operation by 18.0 acres. The life of mine boundary will increased from 32.8 acres to 50.8
acres,
with a total of 38.7
acres affected during the coming five year permit term. The expansion will include the
addition of a small portable processing plant in the newly affected area and the continued use of a
closedloop system wash plant. The mine is located on a 104 acre parcel owned by the applicant
and
located 1200 feet east of NYS Rt. 28 immediately south of the Village of Poland in the Town of Newport,
Herkimer County.

This Department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control) of the Environmental Conservation Law an Air State Facility
Permit, at the facility located at Indium Corporation of America, 1676 Lincoln Avenue,
Utica, NY 13503.
Indium Corporation of America
is a small company producing speciality solder brazes,
fusible alloys and related materials for the electronics industry. Inorganic chemicals of
metal Indium are also produced for the electronics and battery industry. The Indium
metal is produced from the purification of Indium containing ore and recovery of Indium
containing waste. These processes include the refining, and chemically reacting the
material to remove unwanted materials. The facility process the purified Indium through
melting, molding, parts manufacturing, degreasing, cleaning and lab operations.
The facility also produces
various types of small parts from indium. Parts manufacturing
operation includes a powder flux coating operation, and rolling and stamping mills to
create small parts. parts are degreased and cleaned by Indium parts, and then dried by the
use of drying ovens. This application and permit contain federally enforceable conditions
limiting emissions from the degreasing units below the applicable threshold level set forth
in 6 NYCRR Part 201-6. The trichloroethylene emissions are limited to 9 tons per year,
and total Hazardous Air Pollutants are limited to 22.5 tons per year. Determining
compliance with these limits will be calculated through trichloroethylene use records and
will be subject to NYS DEC approval. The facility's emissions are below Title V
thresholds and minor for all pollutants. The Draft Permit with conditions is available for
review in the Region 6 NYS DEC office in Utica, New York.

The applicant proposes to
operate a sand and gravel mine on his 275 acre parcel within the
towns of Sangerfield and Marshall in Oneida county. The life of mine boundary will be
53.8 acres, with 5.0 acres of land to be affected during the coming 5 year permit. Surface
mining of unconsolidated sand and gravel will be performed by backhoe and front end
loader. Topsoil and overburden will be stripped and stockpiled for re-use in the
reclamation operation. The project will include on-site crushing and screening of mining
products. The project is located north of Sangerhill Road and 2700 feet west of it's
intersection with NYS Route 12. A copy of the mining application is available for review
at the DEC office in Utica, and the Town offices of Sangerfield and Marshall. The
application can also be viewed at the Village Office in Waterville.
