Project Description:
The applicant has applied for re-issuance of a mining permit for a previously approved 15 acre life of mine sand and gravel mine located east of Garrand Road and to the north of NYS Route 11.  The permit expired on August 21, 2000, at which time a total of 10 acres had been disturbed do to mining activities.  The applicant now proposes to continue mining within this previously disturbed 10 acre portion of the mine during the requested 5-year permit term and will reclaim 5 acres during this period.  A mobile screening plant will be used on site to process excavated materials.  Reclamation of the site will consist of grading to stable slopes, spreading of stockpiled topsoil over disturbed areas and seeding and mulching to establish uniform vegetation in an open meadow environment. Although no mining will occur below the groundwater table, should natural drainage in the area result in an area of ponded water in the center of the mine, steps will be followed to ensure a functional pond is created as part of the restoration process.

Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency:
None Designated
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Feb 28 2003.
