Modification of the operation
of an existing transfer station, recyclables handling and recovery
facility, and construction and demolition debris processing facility. The Applicant proposes to
reduce the subject facility’s daily throughput of construction and demolition debris (C&D) by 375
tons per day (TPD) and increase its daily throughput of putrescible solid waste (PSW) by 375
TPD. Because C&D is received in smaller loads than PSW, the proposed modification would
result in a decrease in the facility’s authorized inbound truck traffic of ten trucks per day. (Because
there is no difference in the size of outbound loads of C&D and PSW, the proposed modification
would result in no change in the number of authorized outbound trucks associated with the subject
facility.) The facility has adequate odor controls and storage capacity, and is otherwise able
to
accommodate an additional 375 TPD PSW without increasing any facility impact associated with
odor, dust, vectors, noise, or other nuisance.

Modification of the operation
of an existing transfer station. The Applicant proposes to reduce the
subject facility’s permitted daily throughput of sewage grit and screenings by 300 tons per day
(TPD) and increase its daily permitted throughput of putrescible solid waste (PSW) by 300 TPD.
This modification would not change the facility’s total permitted daily throughput of solid waste or
the authorized amount of truck traffic associated with the facility.
The facility’s current permitted
daily throughput capacity is 3,950 TPD PSW, 330 TPD sewage
grit and screenings, and 30 TPD yard waste. The proposed modification would result in the
following permitted facility daily throughput: 4,250 TPD PSW, 30 TPD sewage grit and
screenings, and 30 TPD yard waste. Aside from changes in facility operation associated with the
handling of more PSW and less sewage grit and screenings, no other facility operation would
change as a result of the proposed modification.
