Notice of Receipt of Application

The New York State Department of Environmental Conservation (DEC) has received a Solid Waste Management (6 NYCRR Part 360) application for the following facilities in Bronx County. A permit decision regarding these applications may be made in approximately thirty days.

Waste Management of New York, LLC at Harlem River Yard
Capacity: 3,000 tons per day (TPD) putrescible solid waste (PSW) and construction and demolition debris (C&D)
Proposed Action: Increase facility capacity by 1,000 TPD PSW and C&D. The proposed increased capacity at Harlem River Yard, which would increase facility traffic by 117 trucks per day, would be offset by a decrease in traffic by 127 trucks per day resulting from the Applicant’s proposed closure of its 315 Barretto Street facility (DEC No. 2-6007-00057/00001), which has a permitted capacity of 1,382 cubic yards per day (equivalent to 1,036.5 TPD) of uncontaminated masonry waste, asphalt, brick, soil, and rock.

Capacity: 2,999 TPD PSW plus 1,000 cubic yards per day (CYD) C&D
Proposed Action: Permit renewal with no increase in facility capacity, but with modification of the facility’s physical plant and operation. The Applicant proposes to add a baler and scale; and upgrade the C&D handling yard by adding drainage improvements, dust controls, and other physical features. The facility is permitted to handle C&D, but the facility has never actually received C&D. Applicant proposes to modify the facility’s operation by receiving C&D. The Applicant also seeks a State Pollutant Discharge Elimination System (SPDES) permit to discharge treated C&D leachate into the East River.
