The applicant proposes to
modify a portion of the100 foot adjacent area of Freshwater
Wetland AM-9 (Class II) in order to construct an 18,000 square feet self storage facility
on a 2+acre previously disturbed parcel; buildings formerly located on the site have been
demolished and removed. Activities proposed within the adjacent area include filling,
grading and paving, construction of three new metal self-storage buildings, and
installation of chain link fencing. In addition, the project will allow a portion of the
previously disturbed site to revert to natural vegetation. The total area of disturbance to
the adjacent area of the wetland is approximately 0.92 acre. The project is located on the
west side of Mechanic Street, north of the intersection with Railroad Avenue in the Town
of Amenia, Dutchess County.

Revere
Smelting & Refining Corporation (Revere) operates a secondary lead smelter
located in the Town of Wallkill, New York. Incoming raw materials for Revere's
secondary lead production process consists primarily of used lead acid batteries. The
majority of which of these batteries are automotive type, although various types of
industrial and specialty type lead acid batteries are also received. Other types of lead
bearing materials amenable to Revere's operations include materials received from lead
acid battery manufacturing plans and scrap metal.
The
permit modification is for the addition of one (1) 180-ton refining kettle. The
addition of the kettle will bring the total number of refining kettles Revere operates to
seven (7). The permit modification also covers changes to the existing air handling
system (B4), emission point 00002, for the refining kettles.
The
permit modification is a significant modification for emission point 00002. The
new kettle will trigger the requirements of 40CFR Part 60.120 Subpart L, New Source
Performance Standards (NSPS).
By
acceptance of this permit, the permittee agrees that the permit is contingent upon
strict compliance with the ECL, all applicable regulations, the General Conditions
specified and any Special Conditions included as part of this permit.

The Department has made
a tentative determination to approve this application for a new
SPDES permit for an existing surface discharge from an outfall (No. 001) with a
maximum daily flow of 15,000 gallons per day (gpd) from a hydroelectric generating
facility fed by the Neversink Rondout Aqueduct located on the western side of Red
Brook, Class A(t). Outfall No. 001 reflects a discharge to Red Brook from floor drains, a
stilling chamber, and non-contact cooling water pumped from an underground sump. The
project involves no new construction and is located at the Neversink Hydroelectric
Station on the east side of NYS Route 42, approximately 1000 feet south of NYS Route
55 in the hamlet of Grahamsville, Town of Neversink, Sullivan County. A draft permit is
available for inspection and comment at the regional office.

Packaging is an existing facility located in Saugerties, Ulster County, New
York. The facility is engaged in commercial printing and utilizes six flexographic printing
presses applying aqueous based inks (five presses) and solvent based inks (one press) on
both paper and film substrates.

facility also consists of: Two rewinding machines, two gas boilers rated less than
10MMBtu/hr, an aqueous based parts washer and a chemical storage and blending room
equipped with a floor sweep.
The
facility is subject to the monitoring and recordkeeping requirements of 6NYCRR
Part 234. Facility emissions of Volatile Organic Compounds have been capped below
major stationary sources thresholds defined by 6NYCCRR Part 201. The Standard
Industrial Classification representative of this facility is 2759 - Commercial Printing.
