Stabilize the deteriorated railroad tie wall by installing sheetpiling along the face of the 125' long x 4' high wall; rebuild three 4' x 6' rock-filled timber cribs under the existing finger docks; and excavate to remove 1' to 2' of sediment from along the base of the wall with the excavated area to measure 125' long x 5' wide; plus replace the rock-filled cribbing under the south side of the boathouse all in FWW ST-1, a 16 acre Class II freshwater wetland in Millens Bay, Town of Cape Vincent, Jefferson County.

Stabilize a 210' long section of eroded bank by installing geotextile fabric and 6" to 8" diameter rock cobbles along the 4' high bank plus install 6" diameter pipe along the bank to anchor eight 20' long floating docks to be located in Carrier Bay, St. Lawrence River at 215 Mercer Avenue, Clayton, New York.

This Department has received a request to issue a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at the Lomeo Limestone Pit located in the Town of Lowville, Lewis County, New York.  This existing facility is engaged in mining and processing of nonmetallic minerals.  The Standard Industrial Classification representative of this facility is 1422, Crushed and Broken Limestone.

The facility consists of a primary and secondary crusher, screen, conveyors, and two diesel powered generators.

Facility emissions are below Title V and Major Source thresholds.

The facility is subject to New Source Performance Standard 40 CFR 60 Subpart OOO, Standards of Performance for Nonmetallic Mineral Processing Plants; 6 NYCRR Part 225, Fuel Composition and Use - Sulfur Limitations; and 6 NYCRR Part 227, Stationary Combustion Installations.

The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.
