The applicant proposes to
restore native salt marsh vegetation within approximately one-half acre of tidal wetlands currently
dominated by common reed grass (Phragmites
australis). The project site is located immediately south of the City of Rye Golf Club.
Approximately 13,000 square feet of common reed grass sod will be excavated to a depth
of 8 inches and buried elsewhere on-site. The excavated areas will be seeded with native
salt marsh vegetation. An additional 11,000 square feet of common reed grass will be
hand cut and disposed of on-site. In addition, a tidal channel approximately 360 feet long
by 10 feet wide, and a drainage ditch approximately 270 feet long by 8 feet wide will be
constructed through the site to provide the necessary water and salinity levels needed to
maintain the salt marsh vegetation and to prevent further spread of common reed grass.
The staging area and disposal site will be landscaped with coastal upland vegetation upon
completion of the project. The total area of disturbance for the project is 1.5 acres.

The applicant proposes to
construct a portion of a 20,600 square foot child care facility
and related structures within the 100-foot adjacent area of State-designated Freshwater
Wetland K-12 (Class II). The project site is located at the end of Morgan Drive
approximately 700 feet from the intersection with Radio Circle. As proposed,
approximately 26,500 square feet (0.6 acre) of the wetland adjacent area will be impacted
by construction of sand playyards (10,700 square feet), portions of the building and
parking area (2,300 square feet), and stormwater detention basins (13,500 square feet).
The additional portions of the parking areas, building and stormwater management
measures will be constructed outside of the regulated area. In addition, a portion of the
existing wetland adjacent area not impacted by construction will be enhanced with
wetland plantings.
