Global Common Greenport proposes to construct and operate a new gas turbine facility.
The new facility will be constructed immediately adjacent to the existing Village of
Greenport Waste Water Treatment Plant (WWTP). The proposed facility will consist of
two Pratt and Whitney FT-8 gas turbines and will have a nominal electrical power output
of less than 54 MW.
The combustion turbines
will fire low sulfur distillate fuel and the units will operate in
simple cycle mode (no heat recovery) to provide electric generation particularly during
periods of high demand. The turbines will utilize selective catalytic reduction (SCR) to
control nitrogen oxide (NOx) emissions and an oxidation catalyst will be used to control
emissions of carbon monoxide (CO) and volatile organic compounds (VOC). Upon
leaving the turbines, the exhaust will be directed to a 65foot stack.
Global Common Greenport has applied for an air pollution control permit pursuant to
Article 19 of the Environmental Conservation Law ("ECL") and Part 201 of Title 6 of the
New York Compilation of Codes, Rules and Regulations ("6NYCRR"). A Title IV Acid
Rain permit has also been applied for by the applicant. DEC has tentatively determined
that the application meets all air pollution control requirements of Article 19 and Part 201
and has prepared a draft permit. Details regarding the draft permits and the hearing on the
