Project Description: The project involves the subdivision of a 1.33± acre lot (Tax Map No. 225.071-3-4 & 5) creating a small strip of land that will become part of an adjoining lot (Tax Map NO. 225.071-3-6), the construction of a single family dwelling on Tax Map Parcel 6, the construction of a tourist accommodation structure (Lodge) and commercial use to be known as “Pack Basket Adventures” on Tax Map Parcels 4 & 5, and the installation of a wastewater treatment systems within 100 feet of wetlands. The proposed new single family dwelling and tourist accommodation structure will replace two dwellings, one on Tax Map Parcels 4 & 5 and one on Tax Map Parcel 6, that pre-existed the May 22, 1973 enactment date of the Adirondack Park Agency Act. The proposed tourist accommodation/commercial use will also include an accessory structure (16 ft. x 24 ft. guide’s cabin). The project site is located on the south side of the Oswegatchie River, a designated recreational river in the NYS Wild, Scenic and Recreational Rivers System. All of the proposed development will be within a designated critical environmental area (660 feet of the Five Ponds Wilderness Area).

Project Description: The action involves construction and operation of a 2,000 square foot building to be used as a retail showroom for the sale of electric boats, a new commercial use. There will be no storage or repair activities. The building will be one-story and log-sided. A 10-car, paved parking lot will be constructed. Hours of operation – by appointment only – seven days a week, year-round. Two existing buildings serving a former miniature golf course will be removed.


Negative Declaration

Franklin County - The Village of Tupper Lake, as lead agency, has determined that the proposed Repeal of the existing Village of Tupper Lake Land Use Code and corresponding Village Zoning Map and Adoption of the Town of Altamont Land Use Code (as amended) and the corresponding Village Zoning Map will not have a significant adverse environmental impact. The action involves the repeal of the existing Village of Tupper Lake Land Use Code and corresponding Village Zoning Map, and Aoption of the Town of Altamont Land Use Code (as amended) and the corresponding Village Zoning Map. This will not be a joint Town/Village Code and Zoning map, but a replacement for the Village's existing Code and Zoning Map. This action being considered by the Village of Tupper Lake Board is a modernizing of existing zoning and related land use code. Both the Town and Village Boards would continue to operate with their existing local laws, ordinances, and the NY State Building Code, and make Zoning Map and/or Code amendments independently as they see fit at the concurrence/recommendation of the joint Town/Village Planning Board. The project is located in the Village of Tupper Lake.

Notice of Acceptance of UMP/Final EIS

Franklin, Hamilton and St. Lawrence Counties - This notice replaces the notice that appeared in the Environmental Notice Bulletin on September 18th 2002 on the Bog River Unit Management Plan/Environmental Impact Statement (EIS) which was incorrectly listed. The September 18th notice listed the project as a Draft EIS when it should have read Final EIS.

The New York State Department of Environmental Conservation, as lead agency, has accepted a Final EIS on the completion of the Unit Management Plan/Final EIS for the Bog River Unit. The plan includes management actions for the Horseshoe Lake Wild Forest, Lows Lake Primitive Area, Hitchins Pond Primitive Area, and the Conifer Easement Lands. Proposed actions include: construction of recreational trails which may require crossing wetlands, construction of additional campsites and parking lots, and restriction of floatplane and motor boat use on portions of the unit. The project is located in the Towns of Colton, Piercefield, Long Lake and Altamont.

Notice of Acceptance of Final Supplemental EIS

Fulton County - The Adirondack Park Agency, as lead agency, has accepted a Final Supplemental Environmental Impact Statement on the proposed Amendment of the Official Adirondack Park Land Use and Development Plan Map in the Towns of Northampton and Mayfield, Fulton County, MA 2002-7. The action involves reclassification from Resource Management to Low Intensity Use and approximately 165 acre parcel located north of County Road 123, pursuant to the Adirondack Park Agency Act, Section 805(c) (1). The project is located in the Towns of Northampton and Mayfield.
