Negative Declaration

Dutchess County - The Hyde Park Town Board, as lead agency, has determined that the proposed Correction of Zoning Map will not have a significant adverse environmental impact. The action involves the correction of the zoning map for the Town of Hyde Park by changing the zoning district of tax lot 07-6066-04-737221 from R-60,000 to R-20,000, as it was prior to the erroneous change from R-20,000 to R-60,000 in 1989. The project is located on Route 9, Town of Hyde Park.

Westchester County - The New York State Department of Environmental Conservation, as lead agency, has determined that the proposed Availability of Voluntary Cleanup Project Work Plan for Comment, Commercial Decal Site, #V-00158-3 will not have a significant adverse environmental impact. The site is a vacant commercial property which formerly housed a decal manufacturer. Powdered metalic pigments were used extensively. Following shut-down of the manufacturing operation in 1983, USEPA removed abandoned pigments and other chemicals plus asbestos insulation scattered by vandals and vacuumed the floors and ducts. The groundwater investigation called for by the approved VCP workplan was completed and indicated no contamination problems other than low level MTBE contamination in one well. The amendment to the VCA changes the intended use from restricted commercial to an unrestricted use. The current plan is for the facility to be used for food processing. The original work plan called for excavation of a 20 foot by 285 foot area of the yard down to a depth of 18 inches and to be backfilled with clean fill and paved. This is to address lead contamination in the soil. It also included removal and proper closure of 2 USTs formerly used for heating fuel in the yard. The amended work plan extends the excavation in the lead contaminated area to bedrock, within the same 20 foot by 285 foot area, and eliminates the paving requirement. In addition, the amended work plan requires wipe sampling and indoor air quality testing inside the building following the planned gut renovation. This site is located at 650 South Columbus Avenue in Mount Vernon.

Notice of Acceptance of Draft EIS And Public Hearing

Dutchess County - The Town of East Fishkill Planning Board, as lead agency, has accepted a Draft EIS on the proposed Twin Creeks. A public hearing on the Draft Environmental Impact Statement will be held on Wednesday, February 12, 2003 at 7:00 p.m. at the Town of Fishkill Town Hall, 330 Route 376, Hopewell Junction, NY. Written comments on the Draft EIS will be accepted by the lead agency until Monday, February 24, 2003 at 4:00 p.m. and should be addressed to the contact person. The action involves a residential project with a total of 240 residential dwellings units, (151 single family detached units and 89 Townhouse units, 40 of which will be senior citizen units). The project will be served by central water and sewer, and derives access from NYS Route 376, north of Entry Road. The project is located on the west side of NYS Route 376, three quarters of a mile south of its intersection with Route 82 in the center of Hopewell Junction in East Fishkill.

Notice of Acceptance of Draft Generic EIS and Public Hearing

Ulster County - The Village of New Paltz Board of Trustees, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Adoption of Zoning Law Amendments may have a significant adverse environmental impact and a Draft EIS must be prepared. A public hearing will be held on January 22, 2003 at 7:30 p.m. at the Village Hall at 25 Plattekill Avenue. The action involves the adoption of Zoning Amendments. The action will specially permit four additional uses in the Professional and Limited Business (PB) Zoning District: Hotels, Bed-and-Breakfasts, Instructional uses, and Life care or continuing care retirement community. All of these uses are currently allowed in the Village in other Zoning districts. The project is located in the Village of New Paltz.

Notice of Acceptance of Draft Generic EIS

Dutchess County - The Planning Board of East Fishkill, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Meadow Creek Corporate Park. The action involves the construction of a 1.27 million square foot development (gross floor space) consisting of professional office space, research and development uses and a convenience mart/gasoline station on a 151-acre site zoned PCP and I-1, in the Town of East Fishkill. The project concept plan proposes 3 full access drives, a right turn in/right turn out only driveway, as well as three emergency access drives. The project also proposes the construction of a sewage treatment plant and a water storage tank on-site. The project is bounded by Interstate 84(I-84) Exit 15 to the south, Lime Kiln Road to the west and north, and Shenandoah Road to the east in East Fishkill, Dutchess County, New York 12533.

Rockland County - The Village of Haverstraw Village Board, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Haverstraw Draft Local Waterfront Revitalization Program. The action involves the approval of a proposed public/private redevelopment initiative consisting of several components comprised of 1) a Local Waterfront Revitalization Program (LWRP), which provides a framework for development within the entire Village; 2) an Urban Renewal Plan (URP) for a defined redevelopment project area on the Village Waterfront; 3) a series of amendments to the Village Zoning Ordinance that will be required to facilitate the goals and objectives ofthe URP; and 4) a site-specific Residential Redevelopment Project proposed by MGD Holdings. The project is located wholly within the Village of Haverstraw.
