approximately 3 miles north of the Village of LaFargeville on the south side of East Line
Road. The site is further located approximately 2200' west of DeLafarge Corners. The
18 acre mine is located on a 97 acre parcel purchased by the applicant. It is proposed to
add an additional 25 acres for a new life of mine of 43 acres.

The applicant proposes to
operate a sand and gravel mine on his 275 acre parcel within the
towns of Sangerfield and Marshall in Oneida county. The life of mine boundary will be
53.8 acres, with 5.0 acres of land to be affected during the coming 5 year permit.
Surface mining of unconsolidated
sand and gravel will be performed by backhoe and front
end loader. Topsoil and overburden will be stripped and stockpiled for re-use in the
reclamation operation. There will be no on-site processing (crushing, screening, etc) of
mining products.
The project is located north
of Sangerhill Road and 2700 feet west of it's intersection with
NYS Route 12.
A copy of the mining application
is available for review at the DEC office in Utica, and the
Town offices of Sangerfield and Marshall. The application can also be viewed at the
Village Office in Waterville.

This Department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at APC Paper Company in Norfolk, New York.
APC manufactures paper made
from 100% recycled fibers. APC makes mainly kraft
grades in basis weights for 17# to 80#, but also produces some bleached and colored
paper. All papers produced are FDA approved and used in a variety of applications.
The facility has two 37
mmbtu/hr boilers that burn natural gas and No. 6 fuel oil as a
backup fuel. The plant also contains 20 paper dryers that are capable of producing up to
100 tons of product per day. The boilers supply heat to dry paper and provide building
heat. This application and permit contain federally enforceable conditions limiting
emissions from the boilers below the applicable threshold level set forth in 6 NYCRR
Part 201-7. Nitrogen Oxide and Sulfur Dioxide emissions are limited to 99 tons per year.
Determining compliance with these limits will be calculated through fuel use records and
will be subject to NYSDEC approval. The facility's emissions are below Title V
thresholds and minor for all pollutants. The draft permit with conditions is available for
review in the Region 6 NYS DEC office in Watertown, New York.
