Project Description:
The applicant proposes to expand by 35.8 acres, an existing 800+ acre surface sand and gravel mine within a 973 + acre parcel on Dry Bridge Road in the Town of Alexander, Genesee County.  The mine operates as a traditional surface extraction of sand and gravel.  Mining is not proposed for below the local water table.  Excavation will be done by mechanical equipment, standard for sand and gravel mining operations.  No other changes are proposed to the operational activities at this mine. The reviewed life-of-mine area for this modification is 35.8 acres; the final reclamation goal remains agricultural use.  Application materials are available for public review and comment at the Regional Office of NYS DEC.
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Feb 1 2003.

Project Description:
The Department has made a tentative determination to issue a State Pollutant Discharge Elimination System (SPDES) permit for a proposed discharge of approximately 290,000 gallons per day of non-contact cooling water from the single-pass, non-contact jacketed process vessels used for manufacturing lubricating greases, from the Summit Lubricants facility. The discharge, which will be treated by an open cooling tower for temperature reduction, will be discharged to an existing drainage channel, which empties to Tonowanda creek  The Department seeks comments on the proposed activity prior to making a final decision on permit issuance.  The file is available for review at the NYSDEC Region 8 office.  
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
