Project Description:
The Department has made
a tentative determination to approve the application for a
modified SPDES permit for existing discharges to the Oswegatchie River and one of its
tributary (SL-25-105) from the Newstech NY - St. Lawrence Division paper mill in the
Hamlet of Newton Falls in St. Lawrence County. The paper mill is presently not
producing paper and is in a shutdown stage. The modification includes a reduction of
monitoring frequency and a change of effluent limitations to reflect the discharge of
treated boiler water, stormwater and leachate only. Future startup (paper producing)
conditions are anticipated. A SPDES permit modification requesting this startup will be
submitted prior to any paper production at the facility.
