Project Description:
The applicant proposes to
operate a yard waste composting facility at an approximately
12-acre site located within an undeveloped portion of Soundview Park, a former landfill,
located off Randall Avenue in the Bronx. The facility would receive approximately
3,600 tons per year of leaves, and small brush every fall for composting, and
approximately 180 tons per year of discarded Christmas trees every winter for mulching.
Composting would take place within outdoor windrows; odor-suppressing techniques
would be employed. Composting activities would occur on an 18" pad of recycled
asphalt millings. Upon closure, the facility elements, including the asphalt pad, would be
removed and the site restored and revegetated. The project requires the use of
approximately 12 acres for composting purposes, about 7 acres enclosed by chain link
fencing, together with an access road and upland drainage area of roughly 5 acres. The
applicant has therefore proposed to work with the New York City Department of Parks
and Recreation to remediate the soil and restore native vegetation to a minimum of 12
acres of parkland.

manure per year for composting and mulching. Composting would take place within
outdoor windrows; odor-suppressing techniques would be employed. Composting
activities would occur on an 18" pad of recycled asphalt millings. Upon closure, the
facility elements, including the asphalt pad, would be removed and the site restored and

Project Description:
The Department has made
a tentative determination to approve an application for an
existing facility, The Long Island Rail Road - Hillside Maintenance Complex (includes
Holban Yard Facility), located at 93-59 183rd St., Hollis, NY 11423. The complex
provides maintenance and repair services for the LIRR railroad car fleet. Boilers generate
steam for process usage and comfort heating. The facility proposes to cap VOC and NOx
emissions to below 25 tons per year and is subject to 6 NYCRR Part 201-7.2. The
application, draft permit, relevant supporting materials and regulations are available for
review during normal business hours at the DEC office provided in this notice.
Comments of support or objection may be made by filing a written statement by the
deadline date indicated. DEC may schedule a public hearing based upon an evaluation of
the nature and scope of any written objections raised. Hearing notices will contain
instructions on filing for party status and submitting comments.
