Project Description:
The Department has prepared
a Draft Permit and has made a tentative determination to
approve this application for a Title IV Acid Rain Permit as required by CFR Part 72 for
the existing Indeck Olean Energy Center (Indeck) cogeneration plant. The Indeck facility
is a combined cycle cogeneration plant that fires natural gas and distillate oil in a
combustion gas turbine to produce electricity and steam. Indeck is located at 140 Moore
Avenue in the City of Olean, Cattaraugus County. Pursuant to the Phase II requirements
of Title IV of the Clean Air Act and 40 CFR §72.6(a)(3), DEC staff have reviewed the
Applicant's Acid Rain permit application and have found it approvable. Application
materials and the draft permits are available for review during normal business hours at
the DEC Central Office in Albany (address and contact below), at the DEC Region 9
Headquarters in Buffalo. In accordance with 6NYCRR 621.5(d)(9) and 201-6.4(c) the
Administrator of the USEPA has the authority to bar issuance of any Title IV or V permit
if it is determined not to be in compliance with applicable requirements of the Clean Air
Act or 6NYCRR 201.

Project Description:

install 150 lineal feet of heavy rock riprap along an eroded
section of Thatcher Brook and install a rock grade sill to protect the streambank from
further erosion. The project is located at the applicant's property, 10226 Route 62,
approximately 4,400 feet south of the Gowanda Village boundary.

Project Description:
The applicant proposes construction
of 70 feet of riprap shore protection and 50 feet of
concrete retaining wall with a concrete ramp and a 8 feet wide blacksplash pad on his
property at 5500 Lakeside Boulevard and extending onto the Homeowners Association
property to connect with existing riprap. Approximately 200 cubic yards of gravel will
be used for backfill along the riprap and retaining wall. The project is designed to
prevent erosion at the site.
