Project Description:
The Department has received an application
from Eastman Kodak Company for an Air
State Facility Permit to operate a new Emission Unit (EU) U0024A, to include new and
modified emission sources in Building 317 of the Kodak Park Facility in the City of
Rochester and the Town of Greece, in Monroe County.
EU U0024A will include new and modified
equipment to be connected to the existing
305 film casting machine. With regard to 40 CFR Part 52.21 Subpart A Prevention of
Significant Deterioration (PSD), and 6 NYCRR Part 231-2 New Source Review (NSR) in
Ozone Transport Regions, this modification is significant due to a potential increase in
emissions of volatile organic compounds (VOC) of over 40 tons per year.
To restrict the potential VOC emission increase
to below the 40 ton per year PSD and
NSR threshold, Kodak has agreed to Draft Permit conditions which will limit EU U0024A
VOC emissions to 66.3 tons per year on a rolling 12 month basis. To verify compliance,
Kodak must maintain monthly records of VOC in coating materials delivered to the
coating machine, the quantity of VOC used for cleaning, and calculate monthly and
rolling 12 month emission totals based on this information and VOC capture and control
efficiency.
In addition, some of the sources included
in EU U0024A are subject to 6 NYCRR Part
212 Best Available Control Technology (BACT) requirements for emissions of methylene
chloride. In order to satisfy BACT requirements, Kodak submitted a BACT evaluation
which concluded that additional emission controls for methylene chloride, for those
sources in EU U0024A and other associated 305 film casting machine sources, are not
cost effective. Based on this evaluation, a maximum emission limit for EU U0024A of
70.2 tons per year of methylene chloride is established in the Draft Permit. This
represents 93.4 percent capture and control of methylene chloride emissions from the
processes exhausted by EU U0024A, achieved by 96 percent control of emissions from
the largest EU U0024A source, and is a reduction from the 106 tons per year of
methylene chloride emissions previously authorized for the preexisting EU U0024A
sources. To verify compliance, Kodak must maintain a monthly log of methylene
chloride input to U0024A coating operations, and calculate monthly and rolling 12 month
emission totals based on input and methylene chloride capture and control efficiency.
VOC and methylene chloride emission records
for EU U0024A are to be maintained at
the Kodak Park facility for a minimum of five years and must be made available with
supporting data to Department inspectors upon request.
