Project Description:
This Department has made a tentative determination to approve this application for the discharge of up to 5000 gallons per day of treated sanitary wastewater to Otter Creek from a proposed replacement septic tank/sand filter system that will serve the Thomson Mall, a retail mall located in the Town of Alexandria in Jefferson County.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to construct a steel pontoon supported 66' x40' floating skiff house slide, located 100' bayward of the Town of Orleans sewage treatment plant in South Bay, T.I. Park and connected by a 100' long x 4' wide floating dock structure attached at the shoreline to the 16' long x 4' wide laid up limestone retaining wall.  The purpose of the skiffhouse is for yacht club activities and storage of skiffs, kayaks and canoes, i.e.; non-motorized boat use.  In addition, a 220' long x 5' wide pile supported marsh walk is proposed, that would start at the Corporation boat launch area and terminate at a proposed picnic area at the former demolition disposal site.
