Project Description:
The applicant proposes an
existing discharge of an undetermined number of gallons per
day of untreated non-contact cooling wastewater to Gridley Creek, a C(T) waterbody at
the facility's snowmaking operation located at Greek Peak, 2000 NYS Route 392.
Monitoring of the temperature and number of gallons per day would be required.
The Department has made
a tentative determination to issue a permit for a State Pollutant
Discharge Elimination System permit under Article 17 of the Environmental
Conservation Law. The tentative determination indicates that the discharge regulated
under this statute is considered to satisfy regulatory standards for permit issuance, based
on information available to the Department at this time. As a tentative determination, the
Department seeks comments on the proposed regulated activity prior to making a final
decision on permit issuance. As such, this tentative determination does not signify
department approval for or endorsement of the activity for which a permit is sought or for
the overall proposed project.

Project Description:
The Department proposes
to modify the Village of Owego's Sewage Treatment Plant's
State Pollutant Elimination System (SPDES) permit as a result of full technical review of
the current permit by Department staff in accordance with the Department's
Environmental Benefit Permit Strategy (EBPS). The Draft permit includes the
Implementation of 15 Best Management Practices (BMPs) to comply with the
technology-based requirements of the Clean Water Act. These include development of a
Wet Weather Operating Plan and development of a characterization and monitoring
program for the Village's combined sewer system. Other modifications to the permit
require the preparation of a Long Term Control Plan for control of Combined Sewer
Overflows (CSO's) and increased monitoring frequencies.
The Department has made
a tentative determination to issue a permit for a State Pollutant
Discharge Elimination System permit under Article 17 of the Environmental
Conservation Law. As a tentative determination, The Department seeks comments on the
proposed regulated activity prior to making a final decision on permit issuance.
