Project Description:
The applicant proposes to
construct twelve semi-attached residential units and associated
paving, utilities and landscaping, on a 0.758-acre parcel bounded by Stobe Avenue, Zoe
Street and Cletus Street (originally Richmond County Block 3544, Lot 1), in the Dongan
Hills section of Staten Island. A portion of the proposed project would be constructed
within the regulated adjacent area of DEC Freshwater Wetland No. NA-8 (Last Chance
Pond). The wetland boundary line in this area was determined by a decision of the
Freshwater Wetlands Appeals Board dated 4/20/93, FWAB Case No. 87-50, brought by
Florence Rand. All of a portion of the wetland on the applicant's property, plus a band
of
naturally vegetated regulated adjacent area varying in width from about 35 to about 85
feet, would be preserved by deed restriction.

construct four attached one-family units and one detached one-family residence, and associated paving,

Tax Block 3404, Lots 31, 34 and 36, located on the north and south sides of Lansing
Street, west of South Beach Avenue, in the South Beach section of Staten Island. A
portion of the project falls within the regulated adjacent area of DEC Freshwater Wetland
No. NA-7 (South Beach). A 40-foot-wide vegetated buffer area would be preserved
between the development, including rear yards, and the wetland; the portion of this buffer
area on applicant's property would be deed restricted to keep it in a naturally vegetated,
