Project Description:
The applicant proposes to construct a breakwall of precast concrete blocks, along 166 lineal feet of the Chautauqua Lake shoreline.  The project includes the excavation of approximately 85 cubic yards of shoreline material from an area of about 975 square feet in front of the proposed wall, and filling an area of approximately 112 square feet.  The site is at 3447 Old Fluvanna Road.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Dec 13 2002.

Project Description:
The Department has prepared a draft permit pursuant to Article 19 (Air Pollution Control) of the NYS Enviornmental Conservation Law and made a tentative decision to approve an application for an Air State Facility Permit for API Airtech, located at 91 North Street, Town of Arcade, Wyoming County.  API Airtech builds fin stock heat exchangers with the operation including welding, cleaning and testing the heat exchangers.  This draft permit is for the construction and operation of a batch vapor solvent cleaning machine. This source is regulated under 40 CFR 60 Subpart T, Halogenated Solvent Cleaners.  The draft permit contains the equipment, work practice, record keeping and reporting requirements of Subpart T.  The installation will cause the facility to be a major source of a hazardous air pollutant, trichloroethylene.  This project is defined as major under 6NYCRR Part 621 and the permittee is required to submit a Title V application within 12 months of commencement of operation of the solvent cleaning machine.  The Draft Permit, with conditions, application, relevant supporting materials and regulations are available during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated.
