Project Description:
The applicant proposes to
develop a residential lot on the shoreline of the St. Lawrence
River, near the northeast corner of Blind Bay, 0.5 miles west of Fishers Landing, off
NYS Route 12. The proposal would result in the filling of a scrub shrub wetland 25,000
square feet in area. A plan to construct 56,000 square feet of emergent/open water
wetland and enhance approximately 25,000 square feet of existing wetland on the
property, through multiple covertype development, is proposed as mitigation for wetland
loss. The project site is part of regulated freshwater wetland TP-18, a 51 acre Class II
wetland.

The applicant proposes to
replace a deteriorated bridge structure with a 30' long 42" x 66"
arch culvert and a 30' long 32" high flow auxiliary culvert and to widen a section of South
Woods Road from 15' to 30' for a length of 162', raising the highway profile
approximately 3'. The site crosses Bostwick Creek approximately 1.5 miles north of the
hamlet of Rossie. The site also impacts approximately 2500 square feet of regulated
freshwater wetland HA-13, a 171 acre Class II wetland. Wetland loss will be mitigated.
