Project Description:
PSEG Power Development LLC
proposes to construct and operate a 79.9 MW (ISO)
electric generating station consisting of one General Electric (GE) Frame 7EA
combustion turbine. The total new electrical power from this combustion turbine
generator will be limited to a net output of 79.9 MW to the electric grid. The combustion
turbine shall operate as a simple cycle unit fueled exclusively by natural gas, and will
utilize dry low-NOx (DLN) combustion technology to control emissions of nitrogen
oxides (NOx). Emissions from the combustion turbine will exhaust through a single 100-foot stack. Natural
gas will be supplied by a new 8-inch diameter gas line. Other onsite
equipment will include gas and air compressors and associated balance-of-plant systems
and facilities.
The facility’s water supply
requirements of approximately 55,000 gallons per day will be
provided by the Suffolk County Water Authority (SCWA). Sanitary wastewater will be
discharged to an on-site subsurface disposal system. Process wastewater will be trucked
off-site for proper disposal. Stormwater from site runoff and secondary containment areas
will be discharged to groundwater through an on-site infiltration basin.
The project site will be
located at the terminus of Zorn Boulevard, south of exit 66 on the
Long Island Expressway (LIE), in the town of Brookhaven, Suffolk County.
The Department has made
a tentative decision to approve the air and SPDES permit
applications, and draft permits are available for review. Details regarding the draft
permits and hearing on the draft permits can be found at
