Project Description:
The Department has drafted
a Part 373 Permit made a tentative determination to renew
the permit for operation of existing hazardous waste management units at the CECOS
facility. Those units include wastewater treatment, storage, monitoring and maintenance
of closed hazardous waste landfills, and continuation of final corrective action remedies
which address site-wide soil and groundwater contamination at the facility. New and
modified requirements in the permit will establish a funding mechanism for perpetual
post-closure care of closed hazardous waste units and corrective action systems, provide
for the removal of contaminated source material from the former Phase I wastewater
treatment area, and reduce the Department on-site environmental monitor oversight of
hazardous waste activities from five (5) to three (3) days per week. The majority of the
CECOS facility is in the Town of Niagara with the remainder in the City of Niagara Falls.
