Project Description:
The Department proposes
to issue a modification to the original State Facility Air Permit
for the Willard Drug Treatment Facility located at 7116 County Route 132 in the Town of
Ovid, Seneca County. The facility proposes a three phase plan to replace the current five
boilers used to provide heat that burn #6 fuel oil with a total of four new dual fuel boilers
that burn either natural gas or #2 fuel oil.
The applicant’s request
includes federally enforceable permit conditions which will
restrict or "cap” the facility’s emissions of Sulfur Dioxide (SO2) and Oxides of Nitrogen
(NOx) to 198,000 pounds per year each, which is below the Title V thresholds for a major
stationary source under the Clean Air Act and 6 NYCRR Part 201. In addition, the #6
fuel oil used by the facility will have a maximum sulfur content by weight of 0.5%, which
is below the Part 225 limit of 1.5%, thereby "capping" out of Part 225.
By accepting these state
and federally enforceable limits, the facility will not be subject to
Title V or 6 NYCRR Part 225. The applicant has agreed to maintain records that verify
facility emissions during any consecutive 12 month period. All required records must be
maintained on site for a minimum of 5 years and made available to the Department upon
request to verify compliance with permit conditions. The application and draft permit are
available for review at the Region 8 office located at 6274 East Avon - Lima Rd. in Avon.
