Project Description:
THE DEPARTMENT HAS MADE A TENTATIVE
DECISION TO APPROVE AN
APPLICATION FOR AN AIR STATE FACILITY PERMIT FROM CORTLAND
WOOD PRODUCTS FOR THEIR FACILITY LOCATED AT 150 MCLEAN ROAD,
CORTLAND, NY 13045. THE FACILITY IS A HARDWOOD LUMBER
PROCESSING FACILITY THAT SAWS, PLANES AND KILN DRIES LUMBER.
EMISSION SOURCES CONSIST OF ONE(1) 29.2 MILLION BTU/HR NSPS
Dc APPLICABLE WOOD FIRED BOILER, ONE(1) PRE-NSPS 10 MILLION
BTU/HR WOOD FIRED BOILER, ONE(1) SAWMILL STACK AND ONE(1)
WOOD CHIPPER STACK. ALL OTHER EMISSION SOURCES AT THE
FACILITY ARE EITHER EXEMPT OR TRIVIAL PER 6 NYCRR PART 201-3.
THE PERMIT CONTAINS FACILITY CAPPING
CONDITIONS THAT WILL
LIMIT EMISSIONS OF NOX, PM/PM-10, AND CO TO LESS THAN MAJOR
SOURCE THRESHOLD VALUES. CORTLAND WOOD PRODUCTS WILL BE
REQUIRED TO MAINTAIN RECORDS AND REPORT THIS DATA TO VERIFY
COMPLIANCE WITH PERMIT CONDITIONS AND LIMITS.

Project Description:
The applicant proposes that
hydrocarbon analyses from Outfalls 001, 002 and 010A be
discontinued. The applicant has discontinued use of the water source that initially
triggered the requirement to conduct the hydrocarbon analyses.
The Department has made
a tentative determination to issue a permit for a State Pollutant
Discharge Elimination System permit under Article 17 of the Environmental
Conservation Law. This tentative determination indicates that the discharge regulated
under this statute is considered to satisfy regulatory standards for permit issuance, based
on information available to the Department at this time. As a tentative determination, the
Department seeks comments on the proposed regulated activity prior to making a final
decision on permit issuance. As such, this tentative determination does not signify
department approval for or endorsement of the activity for which a permit is sought or for
the overall proposed project.
