Project Description:
The Department has made
a tentative determination to approve the application of Alcoa
Massena Operations (West Plant), a producer of primary and secondary aluminum. The
permit temporarily renames the emission unit under which this source is designated. The
requirements of this permit are in addition to or the same as the requirements in the Title
V permit for this source. The permit application is to rebuild a reverberatory aluminum
furnace, which will include larger burners designed to produce less Oxides of Nitrogen.
The project has capped out of NOx RACT requirements and remains below applicability
thresholds for PSD and NSR as an existing source. New requirements under 40 CFR 63
Subpart RRR for secondary aluminum production also do not apply. The furnace remains
an existing source in an existing SAPU. The permit also requires the submission of a
NOx RACT analysis in order to remove the capping requirements. These changes will
then be rolled into the Title V permit within 1 year.

Project Description:
The Department has made
a tentative determination to modify the referenced SPDES
permit to reflect current site operations, including the proposed treatment of PCB
containing wastewaters. The permit is also being updated to reflect current permit
development requirements and policies, including centralized waste treatment federal
effluent guidelines. The facility is located in the Town of Massena and discharges treated
petroleum contaminated and related wastewaters to the St. Lawrence River from its onsite
treatment facility.
