Project Description:
The
Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution
Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal
Clean Air Act Amendments and made a tentative determination to approve this
application for the Applicant's facility located in Newburgh, New York.
The
permit will be an Air State Facility Permit to operate one boiler, three finishing
frames, and cloth dyeing and drying equipment.
The
boiler has a heat input rating of 33.476 million BTU per hour and burns either
natural gas or number 2
oil.
There
will be restrictions on oil usage, in order to limit emissions of sulfur dioxide
below 100 tons per year. Therefore, the facility is not subject to the requirements of Title
V of the Clean Air Act.
The
permittee will be required to maintain records and submit reports to demonstrate
compliance with permit conditions and limits.
By
acceptance of this permit, the permittee agrees that the permit is contingent upon
strict compliance with the ECL, all applicable regulations, the General Conditions
specified and any Special Conditions included as part of this permit.
The
Application and Draft Permit are available for review at the Regional Office of the
NYSDEC.

Project Description:
Verizon
Communications has applied for an Article 15 permit and a 401 Water
Quality Certification to install a 3.5 inch diameter fiber optic cable in a trench on the
bottom of the Hudson River, approximately 1,250 feet north of the Mid-Hudson Bridge
between Highland and the City of Poughkeepsie. The trench would be less than 2 feet
wide by approximately 7 feet deep and would extend across the full 2,620-foot width of
the Hudson River. The installation of the cable would take approximately 3 hours by a
diver using the "water jet slit trench" method with the installation of the fiber optic cable
immediately behind the trenching equipment. This method would not involve any
dredging in order to minimize the disturbance of bottom materials and to eliminate the
need for side-casting or disposal of dredged material.
