Negative Declaration

Niagara County - The City of Lockport, as lead agency, has determined that the proposed Richmond Avenue Sanitary Sewer Repair Project will not have a significant adverse environmental impact. The action involves elimination of discharge of raw sewage from leaking joints in an existing 16-inch diameter vitrified clay sanitary sewer pipe that seeps through an adjacent rubble wall and eventually into the Erie Barge Canal. The proposed project consists of installation of a drill hole at the intersection of Lock/Pine/Ontario Streets to intercept flows from the collection system and convey them to the Headrace Interceptor. This project also includes the installation of approximately 700 linear feet of sewer pipe liner to collect and convey sanitary flows to the Wastewater Treatment Plant. Lining this sewer will eliminate the leaking joints. The project is located on Richmond Avenue, City of Lockport.
