Negative Declaration

Oswego County The City of Oswego, as lead agency, has determined that the proposed Brancato Enterprises will not have a significant adverse environmental impact. The action involves renovation to an existing building at 258 East 2nd Street for 3-unit multiple dwelling. Construction of a new building at 264 East 2nd Street for 4-unit multiple dwelling. The project is located in the City of Oswego.

Tompkins County - The Planning and Development Board of the City of Ithaca, as lead agency, has determined that the proposed Elmira Road Development, Benderson Development Company will not have a significant adverse environmental impact. The action involves construction of two large freestanding retail stores and a number of smaller buildings on adjacent outparcels, renovations to Kmart/Staples Plaza, including the addition of two buildings on adjacent outparcels and a new freestanding retail store (new square footage to be added is approximately 430,000 square feet); construction of a new bridge across the Flood Relief Channel; improvements to the Flood Relief Channel, construction of a new channel and construction of storm water treatment areas; construction of a new boulevard from South Meadow Street to the project site, and construction of associated parking lots, walkways, exterior amenities, landscaping, lighting, and signage. The project boundaries are defined by Nate’s Floral Estates (a mobile home park) to the north, City property formerly known as Southwest Park to the west, and Elmira Road to the east and south in the City of Ithaca, Tompkins County, New York.
