Pursuant to the Environmental Conservation Law, Sections 11-0303, 13-0329, 13-0331, 13-0338, 13-0340, 13-0340-a, 13-0340-b, 13-340-c, 13-0340-e, 13-0340-f, 13-0342, 13-0343-a and 13-0347, the Department of Environmental Conservation hereby gives notice of the following:
Notice of adoption of regulations 6NYCRR Parts 40 and 44 relating to marine and estuarine finfish and crustaceans. The proposed rule making notice will be published in issue 47 of the State Register, dated 11/20/2002.

New York City (Staten Island) - The New York City Department of Housing Preservation and Development, as lead agency, has determined that the proposed West 116th Street Mixed Use Development will not have a significant adverse environmental impact. The action involves the development of two mixed-use projects, the Orleans and Malcolm Shabazz Residential Development. These project will yield 312 residential units and approximately 72,000 sq. ft. of local retail commercial space with 260 on-site, accessory parking spaces. The project is located at 31-73 West 115th Street and 24-58 West 116th Street, Portions of West 115th and 116th Streets between Fifth and Malcolm X Blvd., Manhattan.
