Project Description:
The applicant proposes to
construct a permanent stormwater management pond and
emergency access road partially within the 100 foot adjacent area of NYS regulated
Freshwater Wetland HM-11 (Class II). The project is located at Hidden Creek Mobile
Home Park on west side of Drake Road, approximately 1200 feet south of the
intersection of Drake Road and Brick Schoolhouse Road in the Town of Hamlin, Monroe
County. The application is available for review at the NYSDEC Region 8 Office.

Project Description:
The Department has received a Mined Land
Reclamation application from Syracuse
Sand & Gravel LLC for modified operations at the Syracuse Sand & Gravel - Lake Road
Pit. The applicant proposes to deepen the excavation to remove additional material
from below the water table within the existing 58 acre life of mine (LOM) area. Previous
operations were limited to excavation above the local water table. The proposed
modification to allow mining below the water table is a major project requiring public
notice as defined in Uniform Procedures Regulations 6 NYCRR Part 621.4(i)(2). Since
more than 2.5 acres in an agricultural district will be so affected, it is also a Type 1
action requiring coordinated review among involved agencies as defined in State
Environmental Quality Review 6 NYCRR Part 617.4(b)(8). The project site is located on
the Syracuse Sand and Gravel LLC, and Joseph M. Teed properties, on Lake Road,
approximately 4400 feet south of Burnett Road, in the Town of Phelps, Ontario County.
The mine site is immediately west of the adjacent area of Class 2 Freshwater Wetland
NW-4.
Operation of the mine will continue surface
extraction of sand and gravel. Additional
excavation proposed for below the local water table will allow mining operations to
continue through the end of the year 2015, and will convert 36 acres of the site to a
pond with a maximum depth of 22 feet. Based on the proposed elevations and final
contours, the creation of the 36 acre pond will affect groundwater elevations only in the
immediate vicinity of the pond, and should not significantly affect the groundwater levels
in Wetland NW-4. Dewatering of the pond has not been proposed nor will it be
permitted. Excavation will be by mechanical front end loader, backhoe, and dragline,
and will remove approximately 1,600,000 cubic yards of sand and gravel over the 13
year operational life of the mine. Some excavated material will be stockpiled as
unprocessed “run-of-bank” for loading on trucks for transport off of the site. The
remaining material will be processed on site. Processing will be limited to screening and
washing, with existing ponds on the site continuing to provide the process water. With
mining operations at an average rate of 123,000 cubic yards per year, the peak truck
traffic is estimated by the applicant to be 12 round trips per hour. Final reclamation will
result in the creation of a 36 acre pond, with stockpiled topsoil replaced and re-seeding
for the remaining 22 acres to create re-vegetated open land. Hours of operation will be
limited to weekdays from 7 AM until 5 PM, and Saturdays from 7 AM to 3 PM, with no
operations on Sundays and legal holidays.

application materials has been sent to the Town of Phelps.
