Project Description:
Amerada Hess has deactivated
the Prentice Road facility. As a result, Amerada Hess has
requested a decrease in the frequency of sampling at the facility for oil and grease, BTEX
and MTBE. By 2004, the sampling frequency would be annual.
Other proposed changes in
the permit would include a decrease in the daily maximum
limit for the discharge of MTBE and the elimination of Outfall 002 from the proposed
permit which was for a proposed loading rack water treatment system that was not
constructed.
The Department has made
a tentative determination to issue a permit for a State Pollutant
Discharge Elimination System permit under Article 17 of the Environmental
Conservation Law. This tentative determination indicates that the discharge regulated
under this statute is considered to satisfy regulatory standards for permit issuance, based
on information available to the Department at this time. As a tentative determination, the
Department seeks comments on the proposed regulated activity prior to making a final
decision on permit issuance. As such, this tentative determination does not signify
department approval for or endorsement of the activity for which a permit is sought or for
the overall proposed project.

Project Description:
The applicant proposes to
excavate sand and gravel, below the water table, from a
surface unconsolidated mine and process on site from 26 acres of 70 acre and 33 acre
separately owned parcels. The mine was previously permitted but not timely renewed.
There will be no substantive change in planned use from the previously approved plans,
with the exception that the new minng plan will leave an 8.5 acre pond. The mine,
known as the Stephen Geer Gravel Pit, is located on the Co. Rt. 35A in the Town of
Palermo.
