Project Description:
The applicant proposes to
remove debris from an old bridge and to construct a new truss
bridge spanning Cold Brook. Proposed work also includes minor grading and repairs to
an access road which follows a former rail bed. Portions of the access road are situated
within the adjacent area of Freshwater Wetland PN-30 (Class II). The project is proposed
to provide access directly from NYS Route 209 to an existing concrete block
manufacturing plan in order to reduce traffic on Ryan Street in the City of Port Jervis.

Russin
Lumber applies various coatings to cedar boards for exterior sidings used on
residential houses. The facility is located in the Town of Montgomery, Orange County.
The Standard Industrial Classification is 2499-Wood Products.
The
facility operates two coating lines subject to 6NYCRR Part 228 requirements. The
facility is required to maintain records of actual acrylic and solvent based coatings in
support of limiting Volatile Organic Compound emissions to below 48 tons per year. This
limit is below major facility thresholds as defined by 6NYCRR 201-6. Accordingly, the
facility is subject to State Facility Air Permitting.
By
acceptance of this permit, the permittee agrees that the permit is contingent upon
strict compliance with the ECL, all applicable regulations, the General Conditions
specified and any Special Conditions included as part of this permit.
