Project Description:
The applicant, New
York City Economic Development Corporation, has requested New York
City Department of Environmental Conservation authorization for construction of the West
Midtown Intermodal Ferry Terminal in the Hudson River, Borough of Manhattan, New York
County, New York.
The proposed project
site is 2.75 acres, located on the Hudson River Waterfront at Pier 79
within the Hudson River Park. The project will incorporate specific park elements to provide
continuity between the Hudson River Park and the new ferry terminal, including a
bikeway/pedestrian path, an 8,100 square foot public access areas on the north and south
side of the building and an elevated waterfront walkway along the terminal's western
perimeter.
The proposed intermodal
terminal would be owned by the City and would be used by
multiple ferry service providers, including NY Waterway, which presently services over three
million passengers per year. It would consist of a newly constructed 33,915 square-foot
terminal building and three floating barges with an area of 10,990 square-feet. The barges,
connected to the ferry terminal with two gangways, will be able to accommodate six ferries
simultaneously (five front-loaders and one side-loader).
The applicant prepared
a comprehensive Environmental Assessment Statement in August of
2001, which considered the following: project purpose and need; land use, zoning, and
public policy; community facilities and services; shadows; cultural resources; urban design
and visual resources; natural resources; hazardous materials; waterfront revitalization
program; transportation; air quality; noise; and environmental justice.

Project Description:
The applicant proposes to
substantially expand an existing single family residence within
the adjacent area of NYSDEC regulated Class I Freshwater Wetland AR-13 Blue Heron
Park South. A varying 6 foot to 30 foot planted buffer area will be established along the
northerly lot line of the property for a total of 2,725 square feet of buffer area. A split rail
fence will be placed 4 feet landward of the wetlands boundary. A deed restricted area will
be located in the buffer area. Stormwater from the site will continue to be directed to the
wetlands and the new on-site drywells. The project site is located at 257 Poillon Avenue,
Staten Island, Block 6442 Lot 41.
