Project Description:
The applicant requests a modification of an existing permit to create an 11-acre pond within the approved "live of mine" limits.  A noise assessment has been prepared to address the potential addition of a hydraulic dredge to the machinery currently in use. The location is on the west side of County Route 3 (Bog Hollow Road) at the intersection with County Route 4 (Poplar Hill Road).
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Dec 6 2002.

Project Description:
    The Highland Stone facility is located in the Town of Blooming Grove, Orange County, New York.  This existing facility is engaged in mining and processing of nonmetallic minerals.  The Standard Industrial Classification representative of this facility is 1429 - crushed and broken stone.
    The facility consists of four rock crushers, screens, conveyors and three electric generators.  Each of the generators fires diesel fuel and provides electric to the various components of the operation.
     Facility emissions are limited below major stationary source thresholds.  Specifically, Oxides of Nitrogen (NOx) emissions are capped below 23.5 tons per year by limiting generator fuel consumption to less than 74,000 gallons annually. Fuel consumption will be monitored monthly.  
     The facility is subject to New Source Performance Standard 40CFR Part 60 Subpart 000 Standards of Performance for Nonmetallic Mineral processing Plants, 6NYCRR Part 225 and 6NYCRR Part 227.
State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
