Project Description:
The applicant proposes to construct a pond, partially within the adjacent area of NYS DEC regulated Freshwater Wetland (FWW) CA-4 (Class I). The pond is located in a field currently used for agricultural crop production, and is aimed at providing additional wildlife habitat. The pond will incorporate a shallow end for emergent wetland vegetative growth, and no fill will be placed in the FWW or adjacent area. Spoil will be bermed in the cropfield to block the view from Feeley Road. Application materials are available for public review and comment at the NYS DEC Regional Headquarters.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The Town of Bloomfield proposes to create the Water District # 4 (Brace Road) to take for use therein a supply of water estimated to average 21,000 gallons per day from the Monroe County Water Authority's Lake Ontario source.  The project includes approximately 2,400 linear feet of 8-inch water main, 6,000 linear feet within the proposed Kelly's Landing subdivision (Phase I and II), and associated appurtenances to serve approximately 50 new subdivision lots and 10 existing lots along Brace Road.  The water line and a precast concrete bridge will cross Fish Creek west of Brace Road, therefore, a Protection of Waters Permits will be required. The water line will be bored under the creek. The file is available for review and comment at the NYSDEC Region 8 office.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
