Project Description:
The applicant proposes to extend the existing sanitary sewer system from the City of Watertown boundary, easterly along NYS Route 3 to Colonial Manor and adjacent side roads.  The project would cross regulated freshwater wetlands RU-1 and RU-2, both Class III predominantly wooded wetlands.  Total wetland impact will be 0.08 acres. Sewer pipe will be placed in excavated trenches, backfilled and graded to restore preconstruction contours and wetland integrity.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to construct a 360' access road and 16'x16' seasonal use cabin in the 100 foot adjacent area of Freshwater Wetland V-24, a class II, 13acre wetland in the Town of Augusta, Oneida County. Additionally 40 feet of road with a culverted crossing will be constructed directly in the wetland. The cabin will not have a subsurface sanitary discharge. The project is located east of Simmons Road and just north of it's intersection with Rottamore Road.

The applicant proposes to construct a 20' wide gravel access road and two proposed mini-storage buildings at his property approximately one mile south of the Raquette River in Massena on the east side of NYS Route 420.  The buildings would encroach 10'-20' into the buffer area of regulated freshwater wetland MA-19, a 355 acre Class III mixed shrub and wet meadow wetland.  The access road behind the buildings would encroach 20' into the buffer area.
