Project Description:
The applicant proposes to
form a new water district, to be known as the Manchester
Water District, and construct a new water supply and distribution system to service the
new district. The district includes approximately 2,220 acres in the western portion of
the Town of LaGrange. The projected average daily demand for the system is
approximately 763,000 gallons of water per day. The proposed water supply source
consists of two shallow groundwater wells, each with tested capacities of 530 gallons per
minute, located along the east side of the Wappinger Creek just south of the Overlook
Road crossing. The water distribution system will consist of approximately 93,000 linear
feet of 8-inch diameter water mains, 1,000 linear feet of 12 to 24-inch diameter water
mains, two water storage tanks with a combined storage volume of 763,000 gallons, and
miscellaneous appurtenant structures.
The project is to be developed
in two phases, the first of which includes development of
the water supply source, construction of the first water storage tank, and extension of
service to the proposed Sleight and Frank Farms subdivisions and the existing Deerfield
Water District. Phase two includes construction of the second storage tanks and the
extension of service lines to the remainder of the district and to the existing Titusville and
Southeast Water Districts. Development of phase II may require additional approvals
from DEC for work within state-protected streams and wetlands.

Project Description:
The applicant proposes to
dredge an existing pond and construct a house along the shore
of the same pond, which is within the stream course of an unnamed tributary of the Mara
Kill (DEC Water Index No. H-139-13-19-1-3; Class B). The project site is located on
the west side of Sparkling Ridge Road, approximately 500 feet north of the intersection
with NYS Route 299. Approximately 2,800 cubic yards of material will be dredged and
excavated from the pond and placed on-site in an upland location. Approximately 800
cubic yards of material would be placed within the pond for the construction of the
residence, 600 of which would be removed after the residence is completed.
