Brief Project Description: The site is approximately 12 acres in size and was used in the past as a truck stop and oil recycling facility. The truck stop facility included three site buildings and has not been used since the mid-1980s. In the past, a previous owner had buried 10 tanks, the majority of which were former railroad tank cars. The tank’s interiors had been pumped out and cleaned by the DEC leaving the soils directly under the tanks as the only unknown. The work plan proposed to remove the tanks, sample the soil underneath the tanks and remove the soil if found to be contaminated. Additionally, seven underground service station fuel tanks, five above ground service station tanks, one garage waste tank, four underground space heating oil tanks and a dry-well for the garage floor drain were to be removed.

From May to November 2000, the Volunteer removed all 10 of the underground storage tanks considered under the hazardous waste portion of the Voluntary Agreement. Each of the tanks were excavated, cut into scrap and removed from the site. PCB contaminated soil was detected, excavated and sent offsite to a secure landfill. Subsequent testing confirmed that all PCBs in excess of 10 ppm had been removed.

In August 2000, the removal of all the petroleum based materials and soils described in the first paragraph began. All petroleum based materials and soils had been remediated by September 10, 2001. A site Work Plan and Final Report are available for review at the NYSDEC Region 4 Office.

Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than November 20, 2002.

Positive Declaration

Greene County - The Windham Ashland Jewett Central School District, as lead agency, has determined that the proposed New K-12 School may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves construction of a new K-12 school building on a site in Windham to replace the existing school. The project is located on Route 23, Town of Windham.

The action involves zoning change of use in a R-2 Residential District and Site Plan Approval at Luther Road near I-90, East Greenbush.
