Project Description:
The City of Rochester has applied for Article
15 Permits and a 401 Water Quality
Certification for various activities associated with the Fast Ferry Terminal for the Port of
Rochester on the Genesee River, northeast of the Monroe County boat launch, and
along the north warehouse which will be converted into the new ferry terminal. The
project will include the construction of approximately 1,200 linear feet of steel sheet pile
bulkhead over existing deteriorated bulkhead, the construction of 5,000 square feet of
concrete pier supported by steel pipe piles, and the dredging of approximately 2,200-6,000 cubic yards
of sediments directly in front of the bulkhead to provide adequate
draft for the fast ferry vessel. Scour protection, including 100-290 pound stones and
filter fabric, is proposed for 515 feet of the bulkhead. Due to moderate levels of
cadmium and dioxins, the dredged materials will be dewatered and disposed of at a
Part 360-approved solid waste landfill. The return water from the dredged material will
be treated by settling and filtering prior to discharge to the Genesee River. The
proposed scour protection will be used as a cap to prevent future disturbance of more
highly contaminated sediments exposed during the dredging. The file is available for

Project Description:
The applicant proposes to modify the existing
mining permit (MLR 8053-46-0428) and
mined land use plan for their sand and gravel mine located on Routes 5 & 20 in the
Town of West Bloomfield. The modification consists of a request to mine to a final floor
elevation of approximately 960 feet amsl. This would result in a depth increase of
approximately 30 feet and add an estimated 2.4 million tons of mineral reserves. The
application does not seek to change the limit of the mine’s affected area or any other
feature of the mine’s current operation. The increase in depth of the pit will not cause
any additional change in the nature of the operation at this facility. Final reclamation
plans are unchanged. The reviewed life-of-mine area for this modification will remain as
74 acres. Application materials are available for public review and comment at the
Regional Office of NYSDEC.

Project Description:
The Applicant, the Town of Jerusalem, proposes
to develop and operate a new 8.3 acre
sand pit on the Bedient property on Twitchell Road in the Town of Potter. The mine will
operate as a traditional surface excavation of sand and gravel using mechanical
equipment, standard for this type of mining operation. Materials will be not be mined
from below the water table nor is on-site processing planned at this location.
Reclamation will restore the site to agricultural use. A portion of this site has been

Project Description:
The NYS Department of Environmental
Conservation is proposing three projects to
provide public access to the Howland’s Island Unit of the Northern Montezuma Wildlife
Management Area. The projects include: (1) a timber bridge across the Seneca River, to
connect Carncross Road in the Town of Savannah, Wayne County to Hunters Home Road
in the Town of Conquest, in Cayuga County; (2) widening of Hunter’s Home Road to
allow safe passage of vehicles; and (3) a proposed gravel parking area on the northeast
corner of the new bridge adjacent to the Seneca River to provide safe off-road parking for
visitors and for access to river for car top boats and canoes. The projects will be located
within regulated NYS freshwater wetland M-1 (Class II). Road widening will occur along
a 2800 ft long section that will have 8 feet added to the existing width, which will result
in a 16 ft wide road when completed. The widened road will have a gravel base to a depth
of 3 ft. The proposed parking lot is to be 100 feet long and 70 feet wide and will also
have a gravel based to a depth of 3 feet. Gravel fill for road widening and parking lot will
be placed on filter fabric. The road widening and parking lot will result in approximately
2500 cu. yds. and 700 cu. yds. After new bridge is constructed, a temporary fill bridge
which was constructed in 1997 will be removed from the channel of the Seneca River.
