Project Description:
The Department has drafted
a permit pursuant to Article 19 (Air Pollution Control) of the
NYS Environmental Conservation Law (ECL) and made a tentative determination to
approve this application for the proposed installation of two 800-kw duel-fuel engine
generator sets used to provide on-site power to a food distribution center, located at 700
Furrows Road, Holtsville, NY.
The application has proposed
to accept a cap on emissions of oxides of nitrogen (NOx)
which will restrict the potential to emit of the facility involved to a level which is less
than the Part 231-2 (New Source Review in Non Attainment Areas) major facility
threshold. The major facility threshold is 25 tons per year for NOx. By accepting this
state and federally enforceable limit, J. Kings Food Service Professionals, Inc. will not be
subject to this regulation.
The applicant has agreed
to permit conditions which will limit emissions of the above
contaminant to less than the above threshold by limiting the annual power production to
3,300,000 kw-hr/year. By accepting this permit, the permittee agrees that it will comply
with the facility restriction described above, the general conditions in the permit, all
applicable regulations and the ECL. The application and the draft permit are available for
review at the Region I office in Stony Brook. The permittee will be required to maintain
records and to report this data to verify compliance with permit conditions and limits.

Project Description:
The applicant proposes to
subdivide lot into 6 lots. Each lot is a minimum of 40,000 sq.
ft. Prior to any development of Lot 4 of the proposed subdivision, a Phase 2
archeological study wil be undertaken; therefore, no development shall be undertaken for
Lot 4 until the review of the archeological report for this lot. The applicant proposes the
demolition of the existing estate buildings which are eligible for listing on the National
Register of Historic Places; however, it has been demonstrated that there is no feasible
way to economically retain and repair the estate buildings due to deterioration and
damage. The existing structures will be photographically documented and submitted to
the Shelter Island Historical Society, Office of Parks Recreation and Historic
Preservation, and the New York State Archives. The property is located on Shorewood
